**Purpose:**
Checks if the handler is about to be removed from the active handlers in the ''snmp_manager.thread_config'' table.

**Scenario:**
The logs show the following error message in the last 10 minutes: ''Timeout: Pool empty. Unable to fetch a connection''. 

**Resolution:**
The handlers SNMP manager may need a restart. Run the outage scripts before the restart to help investigate further after it is resolved.

**Manual Action Steps:**
Restart SNMP manager.

**Auto Clear:**
When the logs do not have the above error for more than 10 minutes.
