Purpose: This alert tells us when the AlarmCache application is not found in the server process list

Scenario: AlarmCache is not running or has gone down on a handler

Resolution: Restart the application

Manual Action Steps: Restart AlarmCache using Ansible <code>ansible-playbook

Auto Clear: Alert will clear when process is found
