**Purpose:** Alert Errigal Engineers when the alarm creation process on the SNMP Manager application is no longer functional. This is defined as the application not creating an active alarm within a defined period e.g 10 minutes without creating an alarm. 

**Scenario:** Both SNMP Manager handlers go into failover and the load balancer has no trap processors to process the traps, this watchdog among others will trigger. A networking problem where traps are not received by the load-balancer, this watchdog amount others will trigger.

**Resolution:** Depends on the cause of the issue.
