To add a page, you must add a link, for example [[development:jiras:|JIRA Guidelines]], navigate to it (it should say this page doesn't exist yes) and click create on the right hand side.

Note, pages are created as namespace:subpage or namespace:subpage:subpage, to create a new page under [[development:jiras:|JIRA Guidelines]] I could create a link to development:jiras:moreinfo.
